Verified-Consent Vendor Program

For GPS tracker manufacturers, retailers, and installers operating in or selling to the Canadian market.

Toronto Fob Inc. publishes the Canadian public reference for covert tracking devices recovered from vehicles in the Greater Toronto Area. That documentation creates pressure on the industry. This page exists so that pressure has a clear and constructive off-ramp.

What the program is

A formal partnership between Toronto Fob and a tracker manufacturer or retailer that adopts a verified-consent purchase process. Once signed, the partner’s products are moved from the front-line documentation pages to a Verified-Consent Vendor archive and listed with a partner badge.

The verified-consent standard requires the vendor to:

1. Require buyers to self-attest, in writing at point of sale, that the device will be installed on a vehicle they own or have express written consent to track.
2. Maintain that record for at least 36 months and produce it to law enforcement or a court order if requested.
3. Refuse repeat-buyer accounts that show patterns inconsistent with the attested use case.
4. Refer reported-stolen units to law enforcement and remove subscription access pending investigation.
5. Carry a public disclosure page on their own site stating the policy, with link to this program.

What the partner gets from Toronto Fob:

• “Verified-Consent Vendor” badge on the partner’s documentation entry
• Documentation moves to the archived partners section instead of the front-line exposé
• Referral of legitimate buyer inquiries (fleet, custody-court, family-tracking with paperwork) — estimated 50-200 referrals per year from the Greater Toronto Area alone
• Co-development of the Canadian Installer Certification Standard
• First-look review of new pages before they go live, with one revision cycle for factual corrections

What this program is NOT

This is not pay-for-removal. Toronto Fob does not accept payment to remove documentation about specific products or retailers. The verified-consent program is a structural change the vendor adopts, not a transaction.

This is not a gag agreement. Partners retain no editorial control over Toronto Fob’ coverage. If a partner’s units appear in future covert installs after signing, Toronto Fob publishes those finds — and the partner’s status as “verified-consent” is reviewed.

This is not exclusive. Toronto Fob retains the right to partner with any manufacturer that meets the standard. No partner has veto over future partnerships.

This is not a substitute for compliance. Vendors must independently comply with applicable Canadian privacy law (PIPEDA, provincial equivalents), telecommunications regulation (Industry Canada / ISED), and consumer protection statutes.

Editorial Policy

Toronto Fob maintains editorial independence in our documentation of the tracking-device industry. Specifically:

1. We do not accept payment — in cash, credit, hardware, advertising, or any other form — to remove documentation about specific products or retailers.

2. All documentation is sourced from public records and our own field findings. FCC and Industry Canada (IC) filings, manufacturer marketing materials, retailer product pages, and Toronto Fob’ own sweep recovery photos. We do not publish material that is private, leaked, or sourced through any unauthorized means.

3. Partners are listed transparently. Where Toronto Fob enters into a formal partnership agreement, that relationship is disclosed on this page, on the partner’s product documentation page, and in any future coverage of the partner’s products.

4. Conflict of interest disclosure is prospective. This policy applies from the date a written agreement is signed. Pre-existing documentation is not retroactively removed; it is moved to the archive section with a dated note.

5. Factual corrections are accepted in writing. A manufacturer or retailer who believes a published fact is incorrect may submit a correction request to fobstoronto@gmail.com. Verified corrections are published with a dated correction note.

6. Legal threats do not change editorial outcomes. Letters from counsel are forwarded to our own counsel and otherwise have no effect on the publication schedule. The remedy for inaccurate documentation is a verified correction, not removal under threat.

Law Enforcement Coordination Statement

Toronto Fob operates as a licensed Canadian locksmith and access-control technician (NASTF VSP certified, CRA-registered Toronto Fob Inc., BN 795501634). Our work is conducted on the vehicles of consenting paying clients who have the lawful right to inspect their own property.

Standing offer to law enforcement. Toronto Fob has extended a formal standing offer of coordination to Downtown Torontoal Police Service and other GTA law-enforcement agencies. The offer is simple: if a sweep recovers a device bearing active law-enforcement authorization markings, court orders, or warrant identifiers, Toronto Fob pauses removal and contacts the agency for verification before completing the work.

Status of agency response, as of 2026-06-25: The standing-offer letter has been delivered to Downtown Torontoal Police. No formal coordination protocol has been returned to Toronto Fob. Repeat contact attempts continue. This page is updated when an agency response is received.

What this means in practice:

• Customers retain their full legal right as vehicle owners to inspect and remove items affixed to their own vehicles.
• Sweeps proceed normally on civilian-installed devices (the overwhelming majority).
• If a device on a vehicle carries law-enforcement authorization markings or court warrant identifiers, Toronto Fob pauses, documents in place, and contacts the relevant agency for verification before removal.
• Toronto Fob does not knowingly interfere with active investigations conducted under valid Canadian court authority.
• This protocol is designed to protect both the customer’s privacy rights and the integrity of any legitimate ongoing investigation.
